Willkommen zum 41. SKILEX KONGRESS Ein herzliches Willkommen in Oberstdorf! Sehr geehrte Damen und Herren, liebe Teilnehmer des SKILEX-KONGRESSES 2014, es ist eine große Ehre für das Organisationskomitee, Sie zum 41. INTERNATIONALEN SKILEXKONGRESS 2014 nach Oberstdorf einladen zu dürfen. Unser Kongress beinhaltet 4 Komponenten: „SKI“ - „LEX“ - „KONGRESS“ und „INTERNATIONAL“. Für die Komponente „SKI“ - sowohl alpin als auch nordisch - bietet die Wintersportregion Oberstdorf beste Möglichkeiten. Das Loipennetz umfasst 75 km, wovon 10 km durch Beschneiungsanlagen gesichert sind. Die passionierten Langläufer unter uns haben die Möglichkeit, zu Kongressbeginn am traditionellen KönigLudwig-Lauf in Oberammergau - 120 km von Oberstdorf gelegen - teilzunehmen. Hier findet am 01. Februar der Lauf in freier Technik und am Sonntag, 02. Februar in klassischem Stil (jeweils 23 oder 50 km), statt. Im alpinen Bereich verfügt die 2-Länder-Skiregion Oberstdorf-Kleinwalsertal über 124 km Abfahrtsstrecken, die großteils beschneit und damit absolut schneesicher sind. Wir haben einen sensationellen Skipasspreis für Skilex-Teilnehmer von 15,50 Euro für die Tageskarte ausgehandelt. Es kann auch eine Skitour abseits der Pisten mit Bergführer gebucht werden. Und für alle, die gerne andere Sportgeräte wie z.B. Schlauchreifen, Skifox, Snowbike - geeignet auch für Nichtskifahrer - ausprobieren wollen, gibt es am Nebelhorn die Möglichkeit, die entsprechende Ausrüstung zu mieten. Lassen Sie sich überraschen! Schließlich ist eine nächtliche Skitour am Hausberg Söllereck mit Einkehr in ein Berggast-

haus und gemeinsamer Abfahrt geplant und wer über das Ziel hinausschießen will, kann auch noch bei unserem Biathlonwettbewerb starten. Für die Komponente „LEX“, organisiert von Prof. Dr. Ludwig Kroiß, konnten wir namhafte Referenten gewinnen. Die Vorträge werden im Kongresshotel, dem „Hotel Oberstdorf“ stattfinden, so dass jeder auf kurzem Wege daran teilnehmen kann. Daneben bleibt natürlich während der gesamten Woche Zeit für Rechtsgespräche und Diskussionen. Und weil die Komponente „KONGRESS“ ja für „Zusammenkunft“ steht, werden wir im Anschluss an Sport und Wissenschaft gemeinsam viel unternehmen. Da im Kongresshotel Oberstdorf als Zentrum der Veranstaltung die überwiegende Zahl der Teilnehmer wohnen wird, sind Geselligkeit und ein stetiger geistiger Austausch garantiert. Welcome to the 41. SKILEX CONGRESS A hearty welcome to Oberstdorf! Ladies and Gentlemen, dear particiants of the upcoming SKILEX CONGRESS 2014: It is of great honor to the Organizing Committee to invite you to the 41. INTERNATIONAL SKILEX CONGRESS 2014 taking place in Oberstdorf, Germany. Our congress comprises four components: “SKI” - “LEX” - “CONGRESS” and “INTERNATIONAL”. As far as the element “SKI” is concerned - might it be alpine skiing or cross-country – the winter sport region Oberstdorf is offering outstanding conditions. You will find 75 kilometers crosscountry ski trails, of which 10 kilometers are conditioned with the use of artificial snowblowers. To start of the congress the afficionados among us will have the opportunity to participate in the biggest cross country skiing competition of Germany, the „König-Ludwig-Lauf“ in Oberammergau, 120 kilometers away from Oberstdorf. Freestyle technique is scheduled for Saturday 1st of February, and classic technique will take place Sunday the 2nd (both over the distance of 23 or 50 kilometers). The skiing area Oberstdorf-Kleinwalsertal offers alpine skiers 124 kilometers of downhill slopes. Due to use of snowblowers we can expect good snow conditions. On behalf of our SKILEX participants we were able to negotiate a sensational price of EUR 15.50 for the day ticket. In addition, you will have the chance to book guides for ski tours outside the slopes. For the adventurous among us: try airboarding, skifoxes or snowbikes. Equipment can be rented at the „Nebelhorn Mountain“. Be surprised! Last but not least, we organized for you an midnight ski tour at Söllereck, the backyard mountain of Oberstdorf. We will stop at a cosy inn and will

have a joint descent afterwards. And finally for those who don`t want to miss the ultimate aim: simply participate in our biathlon competition! Referring to the second component “LEX”, organized by Prof. Dr. Ludwig Kroiß, we were able to attract a list of well-known referees. To benefit from short distances the presentations will be delivered in our congress hotel, “Hotel Oberstdorf”. Of course there will be sufficient time for professional discussion, of course. As “CONGRESS” stands for “gathering” we shall have many opportunities for conversation and entertainment after the duties “SKI” and “LEX” are accomplished. International Legal Congress Der Congress Skilex International jährt sich zum 41. Mal. Begonnen in Italien im Jahr 1973 wurde er in der Folgezeit von den zentralen Alpenländern wie Frankreich, Italien, Schweiz und Österreich sowie Deutschland hinaus getragen in die gesamte europäische Welt. Neben den klassischen Alpenländern wurde der Kongress durchgeführt im ehemaligen Jugoslawien, Finnland, Schweden, Slowenien, Polen, Spanien, Griechenland und sogar in Kanada. Im Jahr 2014 findet er zum 6. Mal in Deutschland statt. Nach dem ich selbst in den Jahren 1998 und 2007 die Organisation des Kongesses in Deutschland in Zwiesel und in Oberstdorf mittragen durfte, freut es mich ganz besonders, diesmal den Kongress erneut in Oberstdorf eröffnen zu können. Oberstdorf ist ein ausgezeichneter Tagungs-, Wettkampf- und Freizeitort, der sich schon vielfach zu den diversesten Anlässen bewährt hat. Ganz gleich, ob es sich um Ski-, Langlauf- oder Skisprungwettbewerbe handelte oder aber auch um Meisterschaften im Gleitschirmfliegen oder sonstige Events, die Veranstaltungen wurden immer professionell ausgetragen und ernteten viel Erfolg und Lob. Gerne erinnere ich mich auch noch an den Skilex-Kongress im Jahr 2007, der

trotz allgemeinem Schneemangel in den Alpen überraschend gut in den sportlichen Disziplinen hat durchgeführt werden können. Damit einherging, das für Oberstdorf schon fast sprichwörtliche „gute Wetter“, mit Sonnenschein und angenehmen Temperaturen. Für die gute Atmosphäre unter den Teilnehmern sorgte das Hotel Oberstdorf nicht nur durch zentrale und beste Tagungsräume sondern auch durch die Bereitschaft der Geschäftsführung und der Mitarbeiter, für die Gäste die „extra Meile“ zu gehen. Es ist sicherlich schwer, ein solches Erfolgserlebnis zu wiederholen oder gar zu toppen. Allerdings bin ich überzeugt, dass das Organisationsteam um die Präsidentin von Skilex Deutschland e.V., Frau Rechtsanwältin Barbara Weber, ein Maximum tun wird, um den seinerzeitigen Erfolg zu übertrumpfen. International Legal Congress The Congress Skilex International was founded in Italy in the year of 1973. The congress in the future spread out from the central alpine countries, France, Italy, Switzerland, Austria and Germany into the European world. The Congress took place in former Yugoslavia, Finland, Sweden, Slovenia, Poland, Spain, Greece and even in Canada. The 41. Congress Skilex International is held for the 6th time in Germany in the Year 2014. After being personally involved in the organization team in the years 1998 and 2007, Zwiesel and Oberstdorf, it is a great pleasure for me to be able to open the congress once more in Oberstdorf 2014. Oberstdorf is a choice village for congresses, sport events or just for recreational reasons. Whether it is a skiing contest, a cross country or a ski jumping contest or a summer event like paragliding or other events, all of these were handled professionally with great success. Joyful are my memories of the Skilex Congress in the year 2007, were there all around the alps was lack of snow. Nevertheless the alpine and cross

country disciplines were held in a memorable way in good snow conditions and with perfekt weather, sunshine and nice temperatures. For a warm atmosphere amongst the participants of the Congress stood the Hotel Oberstdorf not only for its perfekt situation, best wellness possibilities but also by a manager and staff, who were willing to go the „extra mile“ for their guests. It will be difficult, to repeat such a success or even to top it. I personally am convinced though, that the organization team around our president of Skilex Deutschland e.V., Barbara Weber, Lawyer, will do their best to equalize the success of 2007, or even overcome it. To the organization committee I send my best wishes for good luck and success, a hearty welcome to all the international guests, so that we all have a wonderful relaxed interesting sportive and informative week. Schloss Neuschwanstein, das König Ludwig II. ab 1868 auf einem zerklüfteten Felsen in malerischer Bergszenerie errichten ließ, sollte, wie er an Richard Wagner schrieb, „im echten Styl der alten deutschen Ritterburgen“ erstehen.

1832 - 1836 ließ Kronprinz Maximilian von Bayern die verfallene Burg Schwanstein im neugotischen Stil wieder aufbauen. Hier verlebte König Ludwig II. seine Jugend.

Schloss Linderhof, die „Königliche Villa“ Ludwigs II., geht zurück auf ein Jagdhaus seines Vaters Maximilian II., das sogenannte Königshäuschen. Bereits 1868 entwickelte Ludwig II. die ersten Bauprojekte für Linderhof.

Neuschwanstein Castle, which King Ludwig II built on a rugged hill against a backdrop of picturesque mountain scenery, was prompted by the idea of rebuilding an existing ruin „in the authentic style of the old German knights‘ castles“, as he wrote in a letter to Richard Wagner.

1832 - 1836 Crown prince Maximilian of Bavaria had the ruin of Schwanstein Castle rebuilt in neo-Gothic style. This is where King Ludwig II spent his childhood.

Linderhof Palace, the „Royal Villa“ of Ludwig II, originated as a hunting lodge belonging to his father Maximilian II – the „Königshäuschen“. In 1868 Ludwig II developed the first projects for Linderhof.

Wettkampfregeln 1. Zulassungsbedingungen

An den Wettkämpfen dürfen teilnehmen: Richter und Richteramtsanwärter, Staatsanwälte, Notare und Substituten, Anwälte, Referendare und Konzipienten. Ehegatten, Partner und Kinder der SKILEX-Teilnehmer sind in der Kategorie „Gäste“ zugelassen. Das Organisationskomitee hat das Recht, die Zulassungsbewilligungen zu prüfen.

2. Wettkämpfe

Folgende Wettkämpfe werden organisiert und stehen allen Teilnehmern offen: - Riesenslalom - Langlauf Einzel (freie Technik) Damen 5 km / Herren 10 km (5 km bis Jahrgang 1958.) - Staffelrennen Langlauf nach Nationen (3 x 5 km)

Das Organisationskomitee hat die Klassen II, III, IV, V in zwei zusätzliche Unterklassen (mit je 5 Jahren Altersdifferenz) aufzuteilen, wenn die Anzahl der angemeldeten Teilnehmer für den Riesenslalom pro Klasse 20 Personen übersteigt. Gleiches gilt für die Klassen VIII, IX und X, falls die Anmeldungen in jeder Klasse die Anzahl von 10 übersteigt. Die selbe Regelung gilt für den Langlaufwettbewerb. Das Organisationskomitee kann einzelne Klassen zusammenlegen, wenn die Anzahl der Anmeldungen in einer Klasse drei Personen nicht übersteigt.

5. Rangliste

Es wird eine Gesamtrangliste sowie eine Rangliste nach Klassen für jeden Wettkampf sowie für die Kombinationswertung erstellt.

6. Rangliste nach Nationen SKILEX-CUP

Für die Rangliste werden die acht besten SKILEX-Teilnehmer pro Nation berücksichtigt, maximal zwei Teilnehmer pro Klasse und mindestens 1 Teilnehmer in jeder Disziplin (Riesenslalom und Einzellanglauf). Es wird eine Punktezahl anhand des vom jeweiligen Teilnehmer erzielten Ranges berechnet. Die Nation, deren Teilnehmer die kleinste Anzahl Punkte erreicht, wird zum Sieger des Nationen-SKILEX-Cups erkoren.

7. Startreihenfolge

In jeder Klasse wird die Startreihenfolge durch Auslosung ermittelt. Die Startreihenfolge wird durch das Kampfgericht gemäß den Wetter- und Schneebedingungen festgelegt.

8. Proteste

Proteste sind beim Kampfgericht einzureichen. Im Übrigen gelten die Regeln der Internationalen Wettkampfordnung (IWO)

9. Haftung

Die Teilnahme an den Wettkämpfen sowie an allen Veranstaltungen geht auf das ausschließliche Risiko der Teilnehmer. Das Organisationskomitee schließt ausdrücklich jede Haftung gegenüber Wettkämpfern, Zuschauern und Drittpersonen aus.

10. Normen

Für alle, nicht in diesen Bedingungen vorgesehenen Fälle, gelten in der Reihenfolge erstens die SKILEX Statuten, zweitens die IWO (Internationale Wettkampf Ordnung), sowie die übrigen Normen des FIS-Reglements.

Competition Rules l. Eligible competitors

Judges and their recognized trainees, public prosecutors, solicitors/barristers (lawyers) and their recognized trainees, notaries and their recognized trainees are eligible for participation. Spouse and children of those participating in SKILEX can participate in the guests category; the organizing committee reserves the right to verify the conditions of eligibility.

2. Competitions

The following competitions will be organized and are open to all eligible participants: - Giant slalom - Cross- country individual (free-style) women 5 km/ men 10 km (5 km up to 1958) - Cross-country relay per nation (3 x 5 km)

3. Registration

In the event that the number of participants for the giant slalom exceeds 20 in a given class, the organizing committee will subdivide the classes II, III, IV, V into two, with a difference of 5 years in age. The same applies for the classes VIII, IX and X when the number of participants exceeds 10, as well as for the cross-country competitions. The organizing committee will merge two groups, should the number of participants in a class be less than three.

5. Results

In addition to the ratings of the individual classes, there will be an overall rating for each discipline. There will be separate results for the SKILEX combination, resulting from the giant slalom and the cross-country competitions.

6. National Winners-SKILEX CUP

The eight best SKILEX competitors from each country, with a maximum of two in each category and a minimum of one for each competition (giant slalom and individual cross-country) will be evaluated on a point system. Points will be given according to the results of each competitor. The country accumulating the fewest points will be the winner!

7. Starting Order

The starting order for each class will be determined by drawing lots. The jury will decide the starting order of the classes, according to the prevailing weather and snow conditions.

8. Protests

Protests are to be submitted to the jury in accordance with the International Competition Rules (ICR).

9. Liability

Participation in the competitions, as well as in all events, is at the risk of the participant. The organizing committee denies any liability for participants, spectators or third parties.

10. Technicalities

The statutes of SKILEX International will regulate any points not covered by the above, followed by the International Competition Rules (ICR), and the FIS Rules.
