Spring ISD Bond 2016 Overview In May 2016, the Spring ISD Communication Team was tasked with developing a comprehensive communication plan for pursuing a bond referendum on the November 2016 ballot. While it had been nearly a decade since the district had successfully passed bond and the need for new schools and campus improvements was well known, the district was challenged with low levels of public trust caused by a number of factors, including a fatal stabbing at a district high school in the Fall of 2013 that received extensive negative press coverage. So how do you pursue a bond referendum when low levels of community trust exist? Well, very carefully for sure – monitoring public support closely and providing stakeholders with good information and updates every step of the way. In our case, we started the journey with a voter survey – testing the waters of community support on the needed capital projects, which included new ninth grade centers at each of our three comprehensive high schools, two new middle schools and a new district stadium. We then worked closely with a broad group of community members to ensure all voices – even the most critical – were heard and addressed. To this end, a Bond Steering Committee was formed that included more than 70 people – parents, community members, business leaders, recent graduates, school district retirees and current staff members. The group met weekly over two months to review and develop the district’s bond package. All six meetings were structured with clear goals and objectives yet provided time for authentic discussion and feedback. Presentations and minutes from these meetings were shared on the district’s newly-created bond website so community members not participating in the Bond Steering Committee had full access to the work and discussions underway. On Aug. 4, 2016 at a Board Work Session – open to the public – eight representatives from the Bond Steering Committee presented the group’s recommended bond package to the district’s Board of Trustees who then unanimously accepted the full recommendation on Aug. 9, 2016, placing a $330 million bond referendum on the November 2016 ballot. Once the bond was on the ballot, the broader communication plan started, ensuring that all community members hadl the details they needed to make an informed decision on election day. Working closely with our bond counsel, all communication channels and forms of communication were used. Great efforts were made to provide lots of quality information and to layer it – allowing stakeholders who wanted high-level information easy access to quick facts and FAQs while going deeper and in more detail for stakeholders who wanted to look at the individual components of the bond package. The bond website was the primarily repository for the all levels of information and marketing collateral and included a detailed FAQ and a tax impact calculator. In addition, a bond communication toolkit was developed for campus and district leaders, which included a short PowerPoint presentation and a bond video. The video, which was simple, short and in a student’s voice, was one of our most powerful communication tools as it provided an easy, consistent way to convey the key components of the bond package to parents, staff and community members. Every opportunity to present the presentation and video was capitalized, including all back-to-school open houses, all PTO/PTA meetings and chamber and HOA meetings. A shortened version of the video was also used on social media. Two bond fact sheets were developed – a longer and a shorter version – for easy distribution at events and to share with supportive community partners who then shared the fact sheet with their stakeholders. Community Meetings were also conducted at each of our middle schools – once again providing stakeholders an opportunity to learn about the bond and ask questions. Lastly, a special portal for bond questions was established, using the district’s “Let’s Talk” tool. Any question received was immediately assigned to the appropriate district subject matter expert and was then responded to the same day. All of these efforts combined ultimately led to a successful bond election. Winning with a 72 percent approval rate in a very difficult climate, we are proud of the communication process, tools and marketing collateral that we were able to develop and support. Many of the bond projects included in our 2016 Bond are now well underway and it’s wonderful to see the good things happening in our district.

SUPERINTENDENT’S MESSAGE Understanding that school bonds need to be developed by the community for the community, the Spring ISD Board of Trustees asked that a Bond Steering Committee be established to evaluate the district’s facility, technology, and safety and security needs. The group, which included more than 70 people – parents, community members, business leaders, recent graduates, school district retirees and current employees – met weekly throughout the summer. They asked tough questions and made tough decisions. Ultimately, they developed a bond package that addresses the district’s most urgent capital needs while also incorporating a long-term vision for our community and our families. Rodney E. The bond package outlined here – approved by our Board in August with a unanimous vote – is the result of this community process.

The current facility lacks the space to accommodate the day-to-day functions of the department. Located in an area prone to flooding, the physical location of the facility also raises concerns.

Additionally, the district is proposing to purchase 60 buses to expand its transportation offering to a 1-mile radius to ensure safe passageways for more students. El actual estadio está llegando a su aniversario de 50 años y no tiene asientos para los espectadores con discapacidades, vestidores dedicados, estacionamiento separado para los visitantes o el flujo eficiente de tráfico en el estadio y alrededor del estadio.

El distrito adquirirá 45 autobuses para sustituir su antigua flota. HACE YA CASI UNA DÉCADA QUE SPRING ISD SUGIRIO UN BONO ESCOLAR
El bono escolar fue desarrollado por la comunidad para la comunidad. Todas las escuelas del distrito se beneficiarán del bono.
MENSAJE DEL SUPERINTENDENTE Comprendiendo que los bonos escolares necesitan ser desarrollados por la comunidad para la comunidad, la Mesa Directiva de Spring ISD pidió que se estableciera un Comité de Dirección de Bonos para evaluar las necesidades de instalaciones, tecnología y protección y seguridad del distrito. El grupo que incluyó más de 70 personas – padres, miembros de la comunidad, líderes empresariales, graduados recientes, jubilados del distrito escolar y empleados actuales – se reunió semanalmente durante todo el verano. Ellos hicieron preguntas difíciles y tomaron decisiones difíciles. Finalmente desarrollaron un paquete del bono escolar que aborda las necesidades de capital más urgentes del distrito mientras al mismo tiempo teniendo una visión a largo plazo para nuestra comunidad y nuestras familias.
