IDEA, Part C, Public Hearing Webinars ESIT’s Responses to Public Comments on Updates and Additions to ESIT’s Policies and Procedures Is a formal screening/assessment needed to discharge a child from services? This question does not relate to the public hearing regarding changes to policies and procedures. For guidance on this question, please consult with your Local Lead Agency.

I'm looking at the Definitions document page 4 under Audiology Services - please change "auditory impairment" to infants and toddlers who are deaf or hard of hearing. We will make this change as requested.

SOPAF relative to use of private insurance. Need better coordination at State level between state agencies to allow access to insurance dollars for all children. This question does not relate to the public hearing regarding changes to policies and procedures. We will respond to this in another forum.

Page 8 under (I) Types of qualified personnel it states: SPECIAL EDUCATORS, including teachers of children with hearing impairments (including deafness)...change to "teachers of the deaf/hard of hearing" please We will make this change as requested.

I wanted to make sure the policy listed who is in charge of the IFSP, it does state that it is in the hands of the FRC....just confirming that this is correct.... Procedure 10.C.1. (e) (4) reads: The Family Resources Coordinator (FRC) designated by the LLA to be responsible for implementing the IFSP. If needed, further clarification can be provided by your program consultant. 1

I'm concerned that vision services are not listed in in 14.B.2 as a service. Often vision services are provided by a teacher of the visually impaired who is also an educator with certification B-21. So they fall under developmental special instruction as well. We will review policy 14 for consistency with the definitions of early intervention services in policy 2.

I'm looking at the State Plan Part II Policies and Procedures - pg. 18 (11) Special Educators. Please change definition to…"including teachers of the deaf/hard of hearing and teachers of the blind/visually impaired" Thank you. Just keeping the language consistent throughout :) We will make this change as requested.

Qualified Personnel Standards Policy: will personnel qualifications standards for FRC be upgraded? I think it is pretty broad right now. We recognize there is a need to examine the criteria for FRC qualifications and we will be identifying a process to further clarify the requirements and role of the FRC.

Is developmental special instruction the service provided by early childhood special educators? I'm not sure of the name used... This question does not relate to the public hearing regarding changes to policies and procedures. The service provided by both special educators and early childhood special educators is special instruction. For further clarification, please consult with your Local Lead Agency.
