FOREWORD

Türkiye İstatistik Kurumu tarafndan aylk olarak kullanma sunulan ve sadece mal ticaretini kapsayan dş ticaret istatistiklerinin, ulusal hesaplar ve ödemeler dengesinin ihtiyaçlarna cevap verebilmesi önem taşmaktadr.

It is very important the foreign trade statistics disseminated monthly by Turkish Statistical Institute and covered only good trade to meet the needs of Balance of Payments and National Accounts.

Dş ticaret istatistiklerinin kapsam ve yöntemiyle ilgili yeni yaklaşmlar Birleşmiş Milletler tarafndan hazrlanarak “International Merchandise Trade Statistics; Concepts and Definitions” adyla 2010 ylnda yaymlanmştr. Yaynda, uluslararas mal ticaretiyle ilgili; kapsam, kayt zaman, tanmlar, ticaret sistemleri (genel ticaret, özel ticaret), madde klasifikasyonlar, istatistiki değer, miktar ölçüleri, ülke ve bilgilerin dağtm gibi konularda çeşitli tavsiyeler yer almaktadr.

The new approaches concerning with the methods and the coverage of foreign trade statistics are prepared by United Nations, published in 2010 as 'International Merchandise Trade Statistics; Concepts and Definitions'. Relating to international merchandise trade, coverage and recording time, trade system (general or special trade), classification of commodity, statistical value, quantity units, partner country, dissemination of data are placed in this publication.

Geçmişte olduğu gibi yeni tavsiyelerde de, ülkelere girişçkş yapan tüm mallarn hangi statüde olursa olsun, ayrntl olarak istatistiklerde yer almas önerilmektedir. Gümrük beyannamelerinden elde edilme imkan olmayan kaçakçlk, göçmenlerin mallar ve askeri mallarn bile dş ticarete dahil edilmesi yeni metodolojide yer almaktadr. Bütün bunlar, dş ticaret istatistiklerinin oluşturulmasnda gümrük beyannamelerinin yeterli olmadğn, bu konuda yeni veri kaynaklarndan da yararlanlmas gereğini ortaya koymaktadr.

It is advised that all the goods which exit and enter with any status to country should be taken part in statistics according to new recommendations as in the past. It is anticipated in the new methodology that the data on the smuggling, immigrants goods and also military goods which are unable to obtain from customs declarations should be included to the foreign trade data. All these shows us that the declarations are not enough to obtain the foreign trade statistics, it is also necessary to be benefited from new data sources for foreign trade statistics.

2003 ylndan itibaren yeni yaps ile hazrlanan bu yayn, dş ticaretimize ait özet bilgileri kapsayan bir referans yayn niteliğindedir. Daha ayrntl ve güncel dş ticaret verileri, aylk olarak kullanma sunulmaktadr. Ayrca, dş ticaret bilgileri gerek Kurumumuzun gerekse diğer kuruluşlarn çeşitli yaynlarnda yer almaktadr.

The publication which has been prepared in new design since 2003 is a reference publication including summary statistics on our trade statistics. More details and current foreign trade statistics have been disseminated monthly. Moreover, foreign trade statistics have taken part in both TurkStat publications and all organisation’s publications.

1.Tarihçe

1. Background

Ülkemizde dş ticaret istatistikleri 1933 ylndan itibaren Türkiye İstatistik Kurumu tarafndan yaynlanmaktadr. 1988 ylna kadar madde-ülke ayrntsnda bilgileri kapsayan yllk dş ticaret yaynlarnda, elektronik veri dağtm sistemlerinin gelişmesi ve güncel verilerin dş ticaret veri tabanlarndan dağtlmas nedeniyle 1989 ylndan itibaren özet tablolara yer verilmeye başlanmştr.

In Turkey, foreign trade statistics have been published by the Turkish Statistical Institute since 1933. Until 1988, the statistics had been published detailed by commodity-country bases. Since 1989, development of the electronic data distributing systems and data bases, only summary tables have been included.

2. Amaç

2. Purpose

Dş Ticaret İstatistik Yllğ'nn amac, ithalat ve ihracat işlemleri konusunda, piyasann ihtiyaç duyduğu bilgiyi belirli periyotlarla kamuoyuna duyurmaktr.

The aim of the foreign trade statistics yearbook is to promulgate the information about exports and imports required by market in specific periods.

3. Kapsam

3. Covarage

Dş ticaret istatistikleri, başta ödemeler dengesi olmak üzere çok yaygn kullanm olan istatistiklerden birisidir. Ulusal ve uluslararas kuruluşlar tarafndan yoğun şekilde kullanlmaktadr.

Foreign trade statistics are used widely in the balance of payments. They are also used broadly by national and international organizations.

Turkey applies the Special System rules for foreign trade statistics. Foreign trade statistics include goods which enter/leave the statistical territory from/to other countries and are placed;

Dş ticaret istatistikleri açsndan Türkiye’deki serbest bölgeler ve gümrüksüz satş mağazalar gümrük snr dş kabul edilmekte, bu bölgelerden 3. ülkelerle yaplan ticaret, istatistiklere dahil edilmemektedir.

In terms of foreign trade statistics, duty-free zones and duty-free shops in Turkey are considered as beyond the customs frontier. Foreign trade with 3rd countries from these areas are excluded from statistics.

Dş ticaret verilerinin kaynağn, Gümrük Kanunu’na göre ihracatç ve ithalatçlar tarafndan düzenlenen gümrük beyannameleri oluşturmaktadr.

Foreign trade data sources are the customs declarations presented to the customs administrations by the importers and exporters in accordance with the custom law.

Ham petrol, elektrik ve doğal gaz gibi baz maddelerin ithal ve ihraç bilgileri doğrudan ithalatç ve ihracatç kuruluşlardan derlenmektedir.

Import data on some goods such as crude petroleum, electricity, natural gas are obtained directly from import and export institutions.

Endeksler, SITC Rev 3 snflamasnn yan sra BEC ve ISIC Rev.3 ve Rev.4 snflamalarna göre de hesaplanmaktadr. 2010 temel yll dş ticaret birim değer endeksleri Fisher formülüne göre hesaplanmaktadr. Miktar endeksleri, değer endeksinin Fisher birim değer endeksine bölünmesi ile elde edilmektedir.

Foreign trade indices based on 2010 are published monthly by SITC Rev 3. Apart from SITC Rev 3, indices are calculated by BEC and ISIC Rev.3 and Rev.4 classifications. Foreign trade unit value indices based on 2010 are calculated by Fisher formula, quantity indices are calculated by value indices divided by Fisher unit value indices.

Bu çalşmada, yoğunlaşmay ölçmek amacyla bir çok ölçüt arasndan en yaygn kullanlan iki ölçüt kullanlacaktr kullanlacaktr.

Concentration in foreign trade can be defined as the control of foreign trade by a certain number of firms. However, since concentration of foreign trade by country, chapter and commodity is considered to be important, concentration measures are also calculated for these variables. This is the most common criterion among the concentration measures, as it can be calculated simply. Concentration ratio expresses the cumulative shares of a certain number of firms, commodities, chapters or countries. The calculated value ranges between 0 and 100. The employed formula is:
