2. Event The 7th Oberösterreich-Tour 2016 starts on Thursday, 16th June 2016 and ends on Sunday 19th June 2016. The tour consists of four stages with a total distance of 467,1 kilometres. This is an event of the UCI European Tour ME 2.2. open for elite men, U 23. For the UCI European Tour classification there are the following points (UCI Regulations 2.10.008): General Classification: Stage Classification: Overall leadership:

3. Regulations The event will be completed under the current UCI-regulations in addition to these specific race regulations. The UCI scale of penalties will be applied. 4. Participation In accordance with UCI regulation 2.1.005 the following are allowed to participate. All invited UCI Professional Continental Teams from Austria, UCI Continental Teams, National Teams, Regional- and Clubteams. All teams have to register a maximum of six athletes and minimum of four athletes. (Art. 2.2.003 UCI-Regulations).

7. Classifications 7.1

Stage classification by time: The riders will be classified in the order of their arrival. No time bonuses will be awarded. In the case of a fall, puncture or mechanical defect on the last three kilometres the UCI rules (Art. 2.6.027) will apply. Art. 2.6.027 will not be applied at the first stage (Finish hat the top of a hill). Here Art. 2.6.029 will be applied. The time limit for stages 2,3 and 4will be 8% . For the 1st stage there will be no time limit. Under exceptional circumstances, the time limit can be changed by the College of Commissioners in consultation with the organisational team.

7.2

General classification by time: (yellow jersey) Will be calculated by adding the time of each stage and taking into account any time penalties. For all riders arriving in a group separated by no more than one second the same time will be given to the whole group. Tie Break – When riders are equal on time ( to the nearest whole second), the lower sum of all placings will decide their position. If the riders concerned are still equal the higher placement of the final stage will decide their position.

7.3

Stage classification by points: On each stage, points (20, 15, 11, 8, 6, 4, 2, 1 ) for the first eight riders in the order of their arrival will be awarded.

7.4

General classification by points: (blue jersey) Is calculated by adding the points the rider achieved on each of the stages. In the case of equal points, the number of stage victories achieved will break the tie. If riders are still tied the better placement in the individual general classification by time (after the last completed stage) will enter into force.

7.5

7.8 Sprint general classification by points: (white jersey) Is calculated by adding the individual sprint points the riders achieved in each sprint classification. In the case of equal points, the number of sprint victories will break the tie. If riders are still tied the better placement in the individual general classification by time (after the last completed stage) will enter into force. 7.9

Team classification by time: Is calculated by adding the three best riders time within a team. In the case of same time the sum of the ranking of the three best riders (by time) will break the tie. If riders are still tied the position of the best rider in the stage classification will enter into force.

7.10

General team classification by time: Is calculated by adding the individual stages. For the calculation the team classification by time will be used. In the case of same time the sum of the first places in the daily team classification will break the tie. If riders are still tied the sum of the second places in the daily team classification will break the tie. If teams remain tied the position of the best rider in the general classification by time of the team will break the tie.

Best Austrian Rider: (black jersey) The best Austrian Rider in the Individual General Classification is awarded this jersey.

14. General guidelines 14.1.1

Each tour participant are considered to accept unconditionally the regulations in full throughout the participation at this race. The instructions of the executive and officers has to be followed without exception.

14.1.2

Only the instructions of the officials above have validity. All notices and regulations issued by any other 3rd party are irrelevant. 14.1.3

Every tour participants are responsible for their own personal financial commitments. The organisers assume no financial liability whatsever.

14.1.4

The official promotional clothing has to be worn every stage from start to finish as well as at all official occasions.

14.1.5

All participants have to take care. The instructions of the executive must be followed without exception. Only the right side of the road has to be used. The organizer will not be responsible for any transgression or consequences resulting from the above instructions.. The convoy must turn on lights.

14.1.6

For all accredited vehicles identification stickers will be required, which should be placed on the front and back of the vehicle. The transfer of these stickers is prohibited.

14.2.

Guidelines for riders

14.2.1

The wearing of helmets for all riders is mandatory. The material of the helmet must have a solid construction. (Hard shell, CE sign)

14.2.2

When the starting number is damaged or modified art. 12.1.040 § 4.2 of the UCI regulations will be applied.

14.2.3

The starting sheet has to be signed at the latest 15 minutes before the start by the riders. Each team should come together to sign the starting sheet, according to the list of presentation-times provided by the organisation. Riders wearing a Leaders-jersey will have to be at the starting line within 10 minutes before the start of the race.

14.2.4

The riders of a team have to wear unique jerseys on all stages except the riders with the leading jerseys. If teams change their jerseys during the tour (other colours) they have to tell that to the members of the Commissars on the previous day.

14.2.5

The leaders of the special classifications have to wear the official leading jerseys. Team jerseys in the same colour as the leading jerseys are not allowed.

14.2.6

The first, the second and the third of each stage and the riders with the leading jerseys have to attend the official ceremonies at the end of each stage. The riders must present themselves at the podium 10 minutes after the arrival at the finish.

14.2.7

The winner get the prizes only for the stages they have finished. To receive the prizes for general classification the riders have to finish the whole tour.

14.2.8

A railway level crossing indicated with red lights is the same as a closed crossing.

14.2.9

Riders who are more than 10 minutes after the main bunch can be taken out of the race if the traffic or security situation makes it necessary.

14.3

Guidelines for the team managers

14.3.1

At the end of each stage the cars have to be parked at the marked parking places. It is forbidden to park in the finish area. Only the police, the race directors, the car of the head of the organisation, radio-tour, the race Commissairs, the race doctor, the ambulance and the Broom waggon are allowed to pass the finish line.

14.3.2

I fit is necessary to stop in the finish area it is only allowed on the right side. You have to open the doors of the car only on the right side and you have to leave the car only on the right side.

14.3.3

Every team has to pay a deposit of € 100.- for the keys for the house and for the rooms. After complete return on the last day the deposit will be refunded. Costs for damage, lost keys, lost towels, occupancy of more than nine persons, etc. is the responsibilityof the team.

14.4

Hygiene and environment protection rules

14.4.1

Riders, team manager and officials have to keep clean the start and finish locations and have to avoid damage of public or private property. The riders are not allowed to discard litter or other items witch cannot be composited. It is prohibited to urinate during the stage inside of towns/villages or in front of spectators.

14.5

Protests and penalties

14.5.1

The UCI Scale of penalties is the only one applicable.

14.5.2

Violations against point 14.4.1 (hygiene and environment-protection) will be punished in according to the scale of penalty of the UCI.

14.6.

Final clause

14.6.1

In the case of possible differences of the interpretation of these regulations the German text will take precedence.

14.6.2

Any situations not mentioned in these special regulations will be decided by the Panel of Commissaires.

14.6.3

The members of the commissaries panel reserve their right to change these special regulations where circumstances dictate The team managers and the riders will be informed of possible modifications by bulletin in good time.
